A tender pack may spread instructions across a main document, annexures, forms and later clarifications. A useful assistant can gather the questions the bid team needs to resolve. It becomes unreliable when it turns that gathering exercise into a declaration that the business complies or is eligible to bid.
The output in this article is a traceable clarification list. It preserves requested evidence, uncertain wording and missing material for the responsible team. All worked tender examples are fictional. The proposed workflow does not interpret legal requirements or replace the organisation's procurement and professional review processes.
Inventory the pack and its current versions
List the supplied files, document roles, page counts or available sections, versions and extraction results. Include clarification notices and addenda where the bid team has approved them as part of the current pack. Do not assume that the newest filename establishes authority or that one uploaded PDF contains everything.
Keep the original files unchanged. A working transcription can support search and extraction, but should retain source references so reviewers can inspect the actual wording and layout. If a page is unreadable or an annexure is absent, record that coverage gap before summarising requirements.

Separate requested evidence from its interpretation
For each candidate requirement, record what the document says and what question it raises. A phrase such as recent projects may require clarification about the period or acceptable evidence. Do not choose a familiar definition and present it as the tender's intended meaning.
Keep explicit requests distinct from inferred preparation suggestions. If the pack asks for a capability summary, record that request. If the assistant suggests collecting examples to help draft it, label that as a suggestion, not another mandatory submission requirement.

For every row, store pack version, exact source reference, quoted or faithfully transcribed wording, requested evidence category, uncertainty type, reviewer, next action and status. Keep external clarification drafts separate from internal evidence questions. A row can be answered internally, require approved external clarification or remain held; the list should not label all questions as messages to the issuing organisation.
Attach an evidence-preparation register with requested item, approved internal source, responsible owner, factual review status and unresolved limitation. Preserve the distinction between having a document and having the responsible team approve its relevance or content. An uploaded file does not close the question automatically.
Acceptance tests use a clear evidence request, ambiguous time period, missing annexure, unreadable table and two conflicting instruction versions. Expected results are a traceable preparation item or question, visible coverage gaps and no declaration of compliance. The reviewer should be able to inspect each source and reproduce why the row exists.

Use explicit missing, ambiguous and unreadable states. A blank question field should not mean the requirement is settled unless the responsible reviewer has recorded that decision. Check extracted page references against the actual file, especially when a PDF's visible page labels differ from its file-page numbering.
Avoid model confidence as a substitute for a decision owner. The bid lead needs to know what information remains unresolved and which source caused the question. A strongly worded answer without that trail is less useful than a clearly bounded question.
Work through normal, ambiguous and duplicate material
In a hypothetical normal case, MAIN-A explicitly requests a capability summary. The assistant records the passage and asks the bid lead which approved internal evidence supports the described service. A preparation owner can then draft the summary for factual review. The assistant does not infer that the business satisfies the tender from its website or marketing claims.
In an ambiguous case, the pack requests recent projects without a period. The assistant preserves the phrase and its reference, and the bid lead decides how to resolve it through the permitted process. It does not silently choose a three-year window or another familiar convention.
In a duplicate-version case, two annexures use the same label with different instructions. The inventory retains both versions and marks the conflict. The team must identify the authoritative current source before closing the question. Selecting the latest upload time would not establish which instruction applies.
Review the list before anyone contacts a third party
Some questions concern internal preparation; others may need external clarification through the tender's stated process. The responsible bid team should classify them, approve the wording and check the authorised channel and timing. This article does not instruct an assistant to send questions or assume a response route.
Keep responses linked to the question and pack version. An answer may change the preparation plan, but the reviewer should determine its authority and scope. If the pack changes after extraction, flag affected rows for review rather than treating earlier answers as universally applicable.
A practical pilot can measure whether the list is traceable and helps reviewers find gaps. It should not claim better tender outcomes from a synthetic test. Evidence preparation, qualified interpretation, submission approval and actual bid results remain separate stages.
FAQ about AI-assisted tender clarification
Can the assistant label each requirement compliant or non-compliant?
That is outside this proposed preparation task. It can list requested evidence and visible gaps, while the responsible bid and qualified review processes make the applicable determinations.
What if the source references are correct but the question misreads the clause?
Repair the question and record the review outcome. Correct citations do not guarantee correct interpretation. Keep the original wording available so the reviewer can assess the relationship.
Does finding no question mean the pack is complete?
No. Check the inventory, extraction failures and search coverage. A missing annexure or unreadable section can leave requirements unknown even when the visible passages appear clear.
